Property Custodians – Anyone who utilizes DOE property at LBNL is responsible for knowing the status and location of all assets assigned to them, and is accountable for them at all times. All Lab property that carries an “LBL/DOE U.S. Govt. Prop” bar code tag, typically with 7 digits, must be accounted for at all times. Incidental use of certain Lab property such as computers and phones is allowable.
Sending Property To Excess – If you have property or an asset you would like to send to Excess, ask your Administrative point of contact for assistance. The Lab conducts ongoing free clean-up; please take advantage of this opportunity to clean out your labs and office. We need to ensure all DOE-tagged assets have a completed EMT (Equipment Movement Tag) form that is signed by Transportation.
Stolen Property – Report all thefts immediately to Gita Meckel or Kelly Palkki. Report lost or stolen assets right away to ensure that proper documentation is completed. If the asset is stolen you will need to file a police report with the police department having jurisdiction where the theft took place. If the stolen property is a laptop computer, portable hard drive or desk top computer, complete a Laptop and Mobile Device Loss or Theft Report, and submit to Security Office. Signature Authority
Signature authority is a key safeguard in assuring that funding is used for its intended purpose and to guard against waste, fraud and abuse. When an authorized signer approves a financial transaction they are assuring;
- An understanding of what is being approved.
- The information and supporting documentation is accurate and complete.
- The transaction is allowable, reasonable and justified.
- The transaction is charged to the correct project (s) and activity.
- There are adequate funds to cover the expense.
- The funding source is appropriate for the expenditure.
Employees with signature authority must be aware of all applicable DOE, UC and LBNL policies, laws and regulations regarding the use of funds. In addition, all new approvers must complete a one-time training course on signature authority.
