The following regulatory references govern all crane, rigging and hoisting policies and activities:
Berkeley Lab: PUB 3000 Ch 27
1) PUB 3000 is the labs primary regulatory database containing regulatory guidance, policies and procedures for all work activities across the various lab disciplines.
2) Work Plan & Control (WPC) database: LBNL database through which all worker authorization is issued & approved by supervisors for their subordinates to conduct their work activities safely.
Dept. of Energy Crane Hoisting & Rigging: DOE-STD-1090-2020
1) DOE CHR standards are regulatory requirements which LBNL is governed by under the CFR 851 regulations and is made reference to within PUB 3000 Ch 27.
Fed/OSHA: CFR-1926.753
1) FedOsha is the federal regulatory agency responsible for establishing rules & regulations for worker safety across all industries. They ensure all US states meet minimum regulatory requirements and allow individual states to establish their own state OSHA agencies so long as minimum federal requirements are followed. Other federal agency’s such as the Department of Energy (DOE) may establish their own internal regulatory and enforcement agency’s as is the case with DOE.
Cal/OSHA: Title 8 Section 4880
1) State of California OSHA agency responsible for worker safety across all industries within the State of California, unless otherwise noted per federal standards and requirements.
American Society or Mechanical Engineers (ASME): Standards in the B30 Series
1) ASME is the industry recognized organization, referenced by OSHA, responsible for setting standards for manufacturing, testing and use of all cranes, rigging & hoisting equipment.
American National Standards Institute (ANSI):
1) ANSI is an independent non-profit organization, referenced by OSHA, that oversees the design, testing and use of various industry equipment. They primarily focus on fall protection equipment, however they do set forth guidance on hoisting and rigging of Gin Poles which is within the radio and communication tower industry.
NOTE: All of the above regulatory and reference standards apply to LBNL work activities for both “in-house” and sub-contractors.
