Review and approval of certain restricted chemicals requires dispersion modeling. This is driven by two DOE orders – DOE O 151.1D and DOE O 470.3C. DOE O 151.1D establishes a threshold for hazardous chemicals with a NFPA health hazard of 3 or 4 procured in amounts equal to or greater than:
- 10 pounds for gases
- 5 gallons (~18.9 liters) for liquids
- 40 pounds (~18 kg) for solids
Any chemical meeting these criteria will require LBNL and DOE management approval along with additional emergency planning elements per DOE O 151.1D whether or not the specific chemical is on the Restricted Items List.
LBNL is in the process of implementing the requirements of DOE O 470.3C. Thresholds under DOE O 470.3C vary depending upon individual chemical’s toxicity and quantity as well as the physical location within LBNL. Because of this, chemicals are currently being assessed on a case by case basis.
